The planet-sized intelligences wondering the galaxy seem slow. Some speculate that they were artificially created. They have a devolved nervous system, parts of them connect separately to stimuli, but buried somewhere there is a central controlling intelligence questioning the data. Decisions take months, years. They have a kind of self-directed vegetable love that could grow itself into any shape, hence are able to colonise star-systems, mass themselves like puffballs propelling through the void chomping as they go the cosmic dust.
